Case Study: Sam is 17 years old, drinking alcohol for the last four years. At 15 years of age, he was suspended from school and did not return. He has been unemployed since formally leaving school. As an unemployed school dropout, Sam has become bored and started hanging around a group of older people, who are involved in petty offenses and who drink and smoke marijuana daily. Sams parents have become increasingly concerned about him and as a working class family see unsure of available community resources for them. Sam has been charged with:
