The Evolution and Impact of the Affordable Care Act Across Presidential Administrations
Ashley White
Introduction to Public Policy Analysis
Due: 4/21/2024
Introduction

The Affordable Care Act (ACA), which President Obama passed, has opened a new
chapter and has improved health care policy in the United States. One objective of the ACA is to
provide more affordable and available opportunities. Nevertheless, it gained and lost support. It
will be all about revealing the longevity of the organization’s beginning, its limitations, and its
success. The ACA remains an impervious subject of the American healthcare reform debate.
Therefore, to understand the issue, it is necessary to appreciate the ACA’s evolution through
different administrations.
Historical Perspective
The United States healthcare system dealt with burgeoning expenditures associated with
a growing number of uninsured Americans before the ACA was passed. Confronted by the
implications, health care expenses running rampant, which could consume an unbearable portion
of the national budget, became clear. The financial crisis 2008 further exposed the risk faced by
millions of Americans who do not own employer-sponsored insurance, which might lead to
financial downfall due to medical care expenses (Glied et al., 2020). Before this time, the
Republicans controlled both the House and the Senate, and the president could not push for
reforms and pass them.
The ACA was signed into law on 23 March 2010 despite the uphill battle and intense
arguments. It vowed to re-engineer the contours of the American healthcare system by requiring
insurance coverage, expanding Medicaid, and setting up health insurance exchanges. A
pronounced ideological split, manifested this era for some of the proponents saw the ACA as a
long-awaited step towards universal health care, and on the other hand, opponents of the act
criticized it as a government interposition (López-Santana & Rocco, 2021). Undoubtedly, the
3
ACA brought a huge leap for the government regarding health coverage as it aimed to step above
the system errors that had been in the system for ages.
Social, Economic, and Political Environments
The ACA operations occurred due to a difficult background of multi-threaded social,
economic, and political processes. As a social aspect of ACA, we are looking to tackle the
statistics that sort out the haves and have-nots with healthcare access while highlighting the
marginalized groups. It brought about a substantial surge in beneficiaries beyond millions who
became insured. But it also faced the wine of blame for not deterred the soaring premium and
other costs, which added a burden for many Americans.
The ACA had different economic impacts, which are discussed below. It was intended to
limit health care costs but showed success only in mixed percentages. Although it has frustrated
spending growth, some high-profile people typically criticize the matter, as it is costly for
businesses and individuals. Advocates suggested that extended-term savings and the general
necessity to provide health care for all are the keys to the discussion.
The ACA became a rallying banner for senators on both the right and left wings. It was a
lopsided vote, with not a single Republican who stood up in favor of it, symbolizing the
unbridgeable animosity of the polarization. With that, the policy swung into the sights of later
elections, where Republicans pledged to scrap and redo it. The incoming Trump administration
had several efforts geared towards deconstructing the ACA upon its inception, and one of these
successes came with the repeal of the individual mandate penalty that formed part of the 2017
tax reform.
