This is in two parts.
Part 1
Competencies that provide the necessary knowledge and leadership insight for managing organizational capacity are all about people and knowledge—access to these two elements and the ability to manage them. These same competencies provide a basic foundation for identifying necessary mutual benefits of alliances and partnerships. Human capital asset management can make these opportunities work effectively to build or create sustainable solutions in achieving or growing organizational capacity. The key is the ability to monitor alliance or partnership progress after initial launch and effectively negotiate or mediate missteps. HR must pay attention to every step in the process throughout its life cycle, or failure is a likely outcome.
One of the challenges of building organizational capacity is that no one typically owns it, but everyone expects it to happen. Establishing the connection between HR’s competencies and the competencies needed by a leader in orchestrating organizational capacity is critical.
Respond to the following discussion questions/prompts in this Discussion thread accordingly, based on this week’s readings and your own academic research:
Create a compelling rationale that posits HR as an ideal leader for overseeing buy-build options and providing management oversight (e.g., for contracts associated with partnerships, alliances, and outsourcing) as part of building internal capacity.
Identify key positions or steps you must take to advance this concept within an organization just beginning to consider such a possibility 
Part 2
Post an annotated bibliography with a detailed notes section that contains the following:

Incorporation and analysis of the Required Resources from this 2-week unit, including identification of any apparent gaps in the literature

An original research topic related to the week’s literature (the proposed research topic can be related to the general topic for the week or to gaps in the literature for the week, or it can be related to a specific reading for the week)

Background information on the research topic, including identification of principal schools of thought, tendencies in the academic literature, or commonalities that define the academic scholarship regarding your topic
Evaluation of the main concepts with a focus on their application to business/management practice and their impact on positive social change
A minimum of 6 peer-reviewed, scholarly new references
